Lindsey James said Joe Mitchell benefited from $3 million in taxpayer dollars through his housing developments, including a project that has his own home in it. Mitchell says he invested in Clear Lake, Dyersville and Grinnell, and that he bought his home at fair market value from his partners without using the tax credit.
